A bill for an act relating to the protection of religious beliefs and moral convictions of health care providers and health care facilities.

A healthcare institution or healthcare payor shall not be required to participate in or pay for a healthcare service that violates the healthcare institution’s or healthcare payor’s conscience, including by permitting the use of the healthcare institution’s or healthcare payor’s facilities.
Except as provided in subsection 4, a healthcare institution or healthcare payor that refuses to participate in or pay for a healthcare service under this section is immune from liability for damages allegedly arising from the refusal, and such refusal shall not be the basis for any discrimination against the healthcare institution or healthcare payor, or any personnel, agent, or governing board of the healthcare institution or healthcare payor.
A medical practitioner has the right not to participate in a healthcare service that violates the medical practitioner’s conscience.
