As used in the laws and regulations of this state, unless clearly and specifically stated otherwise, the term "reproductive health care" shall not be construed to include gender transition surgeries or the use of cross-sex hormones or puberty blocking drugs for the purpose of a gender transition, as such terms are defined in section 191.1720, for minor children or adults.
