(1) prohibit the prescribing of puberty blocking drugs for minors under the age of eighteen for [...] treatment for gender dysphoria or incongruence, (2) prohibit the prescribing of artificial cross-sex hormones for minors under the age of eighteen for [...] treatment for gender dysphoria or incongruence, (3) prohibit the practice of surgical intervention for minors under the age of eighteen for the purpose of sex reassignment or treatment of gender dysphoria or incongruence, and (4) promote psychotherapy for minors who are dealing with stress from gender dysphoria or incongruence.
