That the general statutes be amended to require a student to participate in male and female athletic programs based on the sex designated on such student's birth certificate and, if such designation is disputed or unclear, such student shall participate in such programs based on such student's sex chromosomes and, if such student has a sex chromosome variation, such student shall participate in such programs based on such student's testosterone level
