Protects women's sports in middle school and high school from unfair competition.

An interscholastic or intramural athletic team or sport that is sponsored by a public school or a private school for students in grades seven through twelve, which competes against other public or private middle or high schools, shall not permit persons other than those assigned female at birth to join such team or participate in such sport if such athletic team or sport is expressly designated solely for female athletes.

Prohibits the commissioner from promulgating any rules or regulations which prevent schools from disallowing biologically male students at birth to participate on a team organized for females where a school determines such biological male student's participation would have an adverse effect on the physical or emotional safety of female participants, or would adversely impact a female student's ability to participate successfully in interschool athletic competition.

The commissioner shall be prohibited from promulgating any rules or regulations which prevent schools which offer interschool athletic competition from disallowing biologically male students at birth to participate on a team organized for females where a school determines that such biological male student's participation would have an adverse effect on the physical or emotional safety of female participants.
