AN ACT relating to common law, statutes and rules of construction; specifying definitions and standards for the application of a person's biological sex in law, rules or regulations; providing for the law to distinguish between accommodations for males and females; requiring the collection of vital statistics and other data to identify persons as male or female at birth; and providing for an effective date.
A person's biological sex under any law or rule and regulation in this state, the following definitions and standards shall apply: (i) A person's "sex" means the person's biological sex, either male or female, at birth (ii) "Female" means a person whose biological reproductive system is developed to produce ova and/or who exhibits XX chromosomes and does not exhibit a Y chromosome (iii) "Male" means a person whose biological reproductive system is developed to fertilize the ova of a female and/or who exhibits XY chromosomes or exhibits a Y chromosome;
AN ACT relating to education; defining applicable terms; requiring reporting by school districts as specified; modifying contracting requirements for school districts as specified; modifying the duties of the department of education as specified; requiring parental or guardian permission prior to instruction as specified; prohibiting school districts from requiring school district personnel and students to use a student's preferred pronouns if the pronoun does not align with the student's biological sex; and providing for an effective date.
"Diversity, equity or inclusion" or "DEI" means any program, activity or policy that promotes differential or preferential treatment of individuals or classifies such individuals on the basis of [...] gender identity or sexual orientation;
AN ACT relating to public health and safety; prohibiting physicians from performing procedures for children related to gender transitioning and gender reassignment; providing exceptions; providing definitions; specifying applicability; authorizing rulemaking; and providing for effective dates.
No physician shall, for purposes of transitioning a child's biological sex to a sex different than the sex assigned at birth as determined by the sex organs, chromosomes and endogenous profiles of the child, or for purposes of affirming the child's perception of the child's sex if that perception is inconsistent with the child's biological sex: (i) Perform a surgery that sterilizes the child including castration, vasectomy, hysterectomy oophorectomy, metoidioplasty, orchiectomy, penectomy phalloplasty and vaginoplasty (ii) Perform a mastectomy.
AN ACT relating to education; repealing the definition of gender identity for student eligibility in interscholastic activities; and providing for an effective date.
AN ACT relating to children; establishing a conclusive presumption for court determinations of the best interests of the child; providing a definition; specifying applicability; and providing for an effective date.
Best interests of the child conclusive presumption. To the extent applicable, in determining the best interests of the child under this article, there shall be a conclusive presumption that it is not in the best interests of the child to undergo any gender transition or gender reassignment procedures as defined by W.S. 20-2-206(a).
AN ACT relating to education; specifying procedures and requirements for school districts to provide parents notice of information regarding students and the rights of parents to make decisions regarding their children; specifying that school districts cannot prohibit parental notification and involvement in critical decisions involving students; prohibiting classroom discussion about sexual orientation or gender identity as specified; specifying training requirements for school districts; specifying procedures for resolving parent concerns and complaints; specifying duties for school district boards of trustees and the state board of education; providing for a cause of action; providing definitions; requiring rulemaking; and providing for effective dates.
No school district shall permit classroom instruction by teachers or any other person on sexual orientation and gender identity: (i) For students in grades kindergarten through twelve (12) [...] Each school district board of trustees shall: (i) Notify a student's parent or guardian immediately if the student indicates that they wish to change their name, pronoun, title or word to identify the student in a manner that is inconsistent with the student's biological sex;
AN ACT relating to education; specifying procedures and requirements for school districts to provide parents and guardians notice of information regarding students and the rights of parents and guardians to make decisions regarding their children; specifying that school districts cannot prohibit parental or guardian notifications and involvement in critical decisions involving students; specifying procedures for resolving parent or guardian concerns and complaints; specifying duties for school districts; requiring adoption of necessary policies, rules and procedures; and providing for effective dates.
Each school district shall [...] obtain written or electronic permission from each student's parent or legal guardian not less than one (1) day prior to the student participating or receiving instruction in any trainings, courses or classes that address sexual orientation or gender identity.
AN ACT relating to the administration of government; prohibiting the state and its political subdivisions from compelling speech as specified; authorizing a civil remedy; providing an exception to the Wyoming governmental claims act; and providing for an effective date.
(a) The state and its political subdivisions shall not compel or require an employee to refer to another employee using that employee's preferred pronouns: (i) As a condition of continuing or commencing employment or contracting with the state or a political subdivision; (ii) As a condition to receive a grant, contract, license or other benefit afforded by the state or a political subdivision; (iii) Under threat of adverse action by the state or a political subdivision, including but not limited to an adverse employment action, exclusion, sanction or punishment.
AN ACT relating to civil procedure; extending the statute of limitations for causes of action for gender transition services performed on minors; providing definitions; specifying applicability; and providing for an effective date.
A civil action based upon an act, error or omission against a minor in the provision of gender transition services shall be brought not later than the minor's twenty-first birthday.
AN ACT relating to public health and safety; prohibiting physicians from performing procedures for children related to gender transitioning and gender reassignment; providing an exception; providing that gender transitioning and reassignment procedures are grounds for suspension or revocation of a physician's or health care provider's license; providing definitions; specifying applicability; requiring rulemaking; and providing for effective dates.
No physician or health care provider shall: [...] Provide, administer, prescribe or dispense [...] prescription drugs that induce [...] puberty suppression or blocking prescription drugs to stop or delay normal puberty; [...] Supraphysiologic doses of testosterone to females [...] Supraphysiologic doses of estrogen to males.
