Modifying [...] social studies curriculum provided to students enrolled in school districts in grades nine through twelve [to include] the affirmative argument for prohibiting transgender drugs and surgeries for minors.
Pursuant to section 4.1A, a new certificate of birth [...] following a change in sex designation, shall include a designation of the sex of the person, as male or female, both at the time of birth and at the time the new certificate of birth is established.
Prohibit school districts and charter schools from taking disciplinary action against employees, contractors, or students for the use of legal names, the use of student names as listed in school, registration, forms or records, or for the failure to use personal pronouns in official communications.
"Discrimination" is defined by the bill as the use of a social credit score by a financial institution to directly or indirectly, declined, provide, terminate, or restrict, financial services to a person. "Social credit score" is defined by the bill as an analysis, rating, […] or conduct; […] a person’s failure or refusal to conduct a racial, diversity, or gender audit or disclosure; a person’s failure or refusal to facilitate or assist an employee in obtaining an abortion or gender reassignment services.
Direct the institutions of higher education under its control to structure university-wide diversity, equity, and inclusion offices to eliminate any diversity, equity, and inclusion function [and] take reasonable steps to assure all of the following: a. That an employee, student, applicant, or campus visitor is not required to submit a diversity, equity, and inclusion statement, or be evaluated based on participation in a diversity, equity, and inclusion initiative
"Diversity, equity, and inclusion" includes all of the following: [...] d. Any effort to promote or promulgate trainings, programming, or activities designed or implemented with reference to race, color, ethnicity, gender identity, or sexual orientation. e. Any effort to promote, as the official position of the public institution of higher education, a particular, widely contested opinion referencing unconscious or implicit bias, cultural appropriation, allyship, transgender ideology, [...] social justice, intersectionality, neo-pronouns, heteronormativity, disparate impact, gender theory, [...] or any formulation of these concepts.
A school district shall not provide any program, curriculum, material, test, survey, questionnaire, activity, announcement, promotion, or instruction of any kind relating to gender identity or sexual orientation to students in kindergarten through grade six.
Marriage. In accordance with the laws of nature and nature’s God, the state of Iowa recognizes the definition of marriage to be the solemnized union between one human biological male and one human biological female.
Notwithstanding any other provision of law, to the contrary, any medical practitioner that performs any gender-transition procedure on an individual in the state, shall be in eligible to receive any funding from the department of health and human services.
It shall be unlawful for a medical professional, to engage in any of the following practices upon a minor [...] Administering or supplying [...] puberty-blocking medication to stop or delay normal puberty.
The state of Iowa also recognizes the deep historical and religious roots that uniformly defined and understood marriage to be the union between one male and female. Therefore, no resident of Iowa shall be compelled, coerced, or forced to recognize any same-sex unions or ceremonies as marriage, notwithstanding any laws to the contrary that may exist in other states, and no legal action, criminal or civil, shall be taken against citizens in Iowa for refusal or failure to recognize or participate in same-sex unions or ceremonies.
The bill provides [...] that a parent or guardian who alleges that parent's or guardian's rights under Code chapter 601 or under section [...] 279.80 (sexual orientation and gender identity -- prohibited instruction) have been violated may assert such violation as a claim or defense in a judicial or administrative proceeding and obtain appropriate relief, including damages, injunctive relief, or other redress.
The correctional facility shall ensure that all restrooms and changing rooms provide users with privacy from members of the opposite sex. [...] Each sleeping quarter within a correctional facility that is designated for the use of incarcerated individuals and that is accessible by multiple individuals at the same time shall be designated for use only by members of one sex.
A healthcare institution or healthcare payor shall not be required to participate in or pay for a healthcare service that violates the healthcare institution's or healthcare payor's conscience, including by permitting the use of the healthcare institution's or healthcare payor's facilities. An insurer shall list any healthcare service the insurer refuses to pay for on the basis of the insurer's right of conscience in the insurer's policies, plans, contracts, or other agreements.
Diversity, equity, and inclusion office prohibited. A public institution of higher education shall not [...] 1. Establish or maintain a diversity, equity, and inclusion office. [...] 3. Compel, require, induce, or solicit any person to provide a diversity, equity, and inclusion statement
