A physician or other health care professional shall not perform or attempt to perform gender transition procedures to any individual under twenty-one (21) years of age.
A physician or other health care professional shall not provide gender transition procedures to any individual under eighteen (18) years of age.
As used in the Oklahoma Statutes: 1. "Father" means the male parent of a child or children as defined in Section 7 of this title; 2. "Female" means a natural person whose biological reproductive system is developed to produce ova; 3. "Male" means a natural person whose biological reproductive system is developed to fertilize the ova of a female; 4. "Man" or "boy" means a natural person who is male; 5. "Mother" means the female parent of a child or children as defined in Section 7 of this title; 6. "Natural person" means a person as defined in paragraph 7 of this section, except for bodies politic or corporate; 7. "Person", except when used by way of contrast, includes not only human beings, but bodies politic or corporate; 8. "Sex" means a natural person’s biological sex at birth; and 9. "Woman" or "girl" means a natural person who is female.
Prohibited provision of gender transitioning or gender reassignment procedures and treatments to certain children. For the purpose of transitioning a child's biological sex as determined by the sex organs, chromosomes, and endogenous profiles of the child or affirming the child's perception of the child's sex if that perception is inconsistent with the child's biological sex, a physician or health care provider may not: [...] Prescribe, administer, or supply [...] puberty-blocking medication to stop or delay normal puberty, b. supraphysiologic doses of testosterone to females, c. supraphysiologic doses of estrogen to males;
A physician, mental health professional, or other health care professional shall not knowingly engage in or cause any of the following practices to be performed upon any person under eighteen (18) years of age if the practice is performed for the purpose of attempting to alter the appearance of or affirm the minor's perception of his or her gender or biological sex, if that appearance or perception is inconsistent with the minor's biological sex as defined in this act: 1. Prescribing or administering [...] any drug to suppress or delay normal puberty; 2. Prescribing or administering testosterone, estrogen, or progesterone to a minor in an amount greater than would normally be produced endogenously in a healthy individual of that individual's age and biological sex;
Every restroom and changing room within a state correctional facility that is designated for the use of incarcerated individuals and that is accessible by multiple individuals at the same time shall be designated for use only by members of one sex.
"Sex" means the classification of a person as either female or male based on the organization of the body of the person for a specific reproductive role, as indicated by the person's sex [...] The term "gender" shall be synonymous with the term "sex" as defined here; and "Woman" or "girl" means a natural person who is female.
A public school, charter school, technology center school, or institution of higher education shall not use public funds to promote, encourage, or provide instruction on topics related to sexual choice, sexual orientation, drag queens, or similar topics in public educational institutions. [...] The prohibition [...] includes, but is not limited to, the development or procurement of curriculum materials, educational programs, or activities that promote or involve the prohibited topics.
A medical practitioner, healthcare institution, or healthcare payer has the right not to participate in or pay for any medical procedure or service which violates his, her, or its conscience.
No state funds may be used by any agency to develop, organize, administer, engage in, promote, or endorse any activity, including any event, initiative, official communication, social media post, educational program, or public campaign, that aims to promote or recognize Lesbian, Gay, Bisexual, Transgender, Queer and Intersex Pride Month or any event with a similar theme.
The biological sex designation denoted to a child at birth shall not be amended.
No public school district, public charter school, or public school library shall maintain in its inventory or use in its curriculum books that make as their primary subject the study of lesbian, gay, bisexual, or transgender issues or recreational sexualization. For the purposes of this section, “recreational sexualization” means any form of non-procreative sex.
Beginning on the effective date of this act, the biological sex designation on a certificate of birth issued under this section shall be either male or female and shall not be nonbinary or any symbol representing a nonbinary designation including but not limited to the letter “X”.
Public funds shall not be directly or indirectly used, granted, paid, or distributed to any entity, organization, health care provider, or individual that provides or refers for gender transition procedures. [...] Gender transition procedures shall not be provided or referred for in the following situations: 1. By or in a health care facility owned by the state or a county or local government; or 2. By a health care provider employed by the state or a county or local government.
The governing board of each institution of higher education shall establish curricula and designate courses at the institution in a manner that does not require or constrain students to enroll in a DEI-CRT related education, major, minor, or certificate requirements, except as provided for in subsection D of this section. [...] “DEI-CRT related content” means content that does one or more of the following: a. relates any of the following topics to contemporary American society: [...] gender identity, social justice, cultural competence, allyship, [...] gender-based diversity, race- or gender-based equity, or race- or gender-based inclusion
1.“Father” means the male parent of a child [...] 2. “Female” means a natural person whose biological reproductive system is designed to produce ova; 3. “Male” means a natural person whose biological reproductive system is designed to fertilize the ova of a female; 4. “Man” or “boy” means a natural person who is male; 5. “Mother” means the female parent of a child [...] 8. “Sex” means a natural person’s biological sex at birth; 9. “Woman” or “girl” means a natural person who is female.
In the absence of written consent from a parent, a child shall be considered automatically withdrawn from instruction or presentations on [...] gender identity. Instruction or presentations on [...] gender identity shall not be included in the standard course of study and support materials, locally developed curriculum, supplemental instruction, textbooks, or other supplementary materials, regardless of whether such instruction or presentations are provided by school personnel or third parties.
The Department of Human Services shall not: Require, as a condition for eligibility to foster or adopt, any current or prospective adoptive or foster parent to affirm, accept, or support any government policy regarding sexual orientation or gender identity that conflicts with the parent’s sincerely held religious or moral beliefs;
No institution of higher education within The Oklahoma State System of Higher Education shall utilize state funds, property, or resources to: 1. Grant or support diversity, equity, and inclusion positions, departments, activities, procedures [...] Mandate any person to participate in, listen to, or receive any education, training, activities, procedures, [...] Mandate any applicant for employment provide a diversity, equity, and inclusion statement [...] Mandate any person to certify or declare agreement with, recognition of, or adherence to any particular political, philosophical, religious, or other ideological viewpoint;
A covered facility or agent thereof shall not: 1. Perform, assist, or cause a social transition of a child in the custody of the facility; or 2. Provide gender-affirming therapy to a child in the custody of the facility, unless the covered facility or agent has obtained the prior written informed consent of the child’s parent or legal guardian on a form prescribed by subsection C of this section.
The only permissible applications of the terms or definitions of "gender" or "sex" shall be male (XY), female (XX), and intersex for those born with a mutation causing such abnormality. No public entity in this state including, but not limited to, a state agency, political subdivision, or board of education may use any other application.
No provider shall be eligible for reimbursement through Medicaid or any other federal or state program or any other funding from any political subdivision of this state including but not limited to cities, towns, municipalities, or counties, directly or by subcontract with any other party, if that provider, or any affiliate of that provider, performs gender transition procedures.
As used in the Oklahoma Statutes: 1. “Father” means the male parent of a child or children as defined in Section 7 of this title; 2. “Female” means a natural person whose biological reproductive system is designed to produce ova; 3. “Gender” means a natural person’s biological sex at birth, and shall be strictly limited to such definition in application of the laws of this state, any ordinance, rule, regulation, or order enacted by a political subdivision, or an executive order; 4. “Male” means a natural person whose biological reproductive system is designed to fertilize the ova of a female; 5. “Man” or “boy” means a natural person who is male; 6. “Mother” means the female parent of a child or children
A. No school district or charter school in this state shall compel an employee or volunteer to refer to a student with a pronoun other than that which corresponds to the student’s biological sex. For the purposes of this section, “biological sex” means the physical condition of being male or female based on genetics and physiology as identified on the student’s original birth certificate.
A health care institution or health care payor may not be required to participate in or pay for a health care service that violates the health care institution’s or health care payor's conscience, including by permitting the use of its facilities.
No agency or court of this state shall, through any rule, policy, procedure, practice, order, decree, or any other means, change or recognize the change of the biological sex or gender of any person without an independently verified sex chromosome test whose results match the gender or biological sex the person is seeking change to or for which the person is seeking recognition.
Require written consent from a parent for a child to participate in comprehensive sexual education or sexual risk reduction instruction or optimal sexual health education or sexual risk avoidance instruction. [...] “Comprehensive sexual education” or “sexual risk reduction” means any educational program that includes, endorses, or promotes any of the following: [...] the teaching of gender identity and gender expression outside the binary concept of male and female, without emphasizing the biological basis of sex [...] instruction segmented for students of different sexual orientation and gender identity
1. “Father” means the male parent of a child or children as defined in Section 7 of this title; 2. “Female” means a natural person whose biological reproductive system is designed to produce ova; 3. “Male” means a natural person whose biological reproductive system is designed to fertilize the ova of a female; 4. “Man” or “boy” means a natural person who is male; 5. “Mother” means the female parent of a child or children as defined in Section 7 of this title; [...] 8. “Sex” means a natural person’s biological sex at birth; and 9. “Woman” or “girl” means a natural person who is female.

A. A person under the age of eighteen (18) years is prohibited from undergoing gender reassignment medical treatment in this state. B. A health care professional who intentionally performs gender reassignment medical treatment on a person who is under the age of eighteen (18) years is subject to professional discipline by the State Board of Medical Licensure and Supervision, the State Board of Osteopathic Examiners, or the applicable health care professional licensing board, up to and including suspension or revocation of any license or certification required to practice.
A. It shall be unlawful for a person under the age of twenty one (21) years to undergo gender reassignment medical treatment in this state.

"Mother" means the female parent of a child or children as defined in Section 7 of this title; 6. "Natural person" means a person as defined in paragraph 7 of this section, except for bodies politic or corporate; 7. "Person", except when used by way of contrast, includes not only human beings, but bodies politic or corporate; 8. "Sex" means a natural person’s biological sex at birth; and 9. "Woman" or "girl" means a natural person who is female.
A physician or other healthcare professional shall not provide gender reassignment medical treatment to any individual under eighteen (18) years of age.
A physician or other healthcare professional shall not provide to any individual under eighteen (18) years of age: 1. Hormone therapy; or 2. Puberty blocking drugs, unless such drugs are medically necessary. For the purpose of this paragraph, a gender transition shall not constitute medical necessity.
A physician or other healthcare professional shall not provide gender transition surgery to any individual under eighteen (18) years of age.
A parent or legal guardian shall not consent, on behalf of any individual under eighteen (18) years of age for whom the parent or legal guardian has the authority to make medical decisions, to the provision of the following treatments by a physician or other healthcare professional: 1. Hormone therapy; or 2. Puberty blocking drugs, unless such drugs are medically necessary. For the purpose of this paragraph, a gender transition shall not constitute medical necessity.
A parent or legal guardian shall not consent, on behalf of any individual under eighteen (18) years of age for whom the parent or legal guardian has the authority to make medical decisions, to the provision of the following treatments by a physician or other healthcare professional: 1. Hormone therapy; or 2. Puberty blocking drugs, unless such drugs are medically necessary. For the purpose of this paragraph, a gender transition shall not constitute medical necessity.
A. A physician or other healthcare professional shall not provide gender transition procedures to any individual under eighteen (18) years of age. B. A physician or other healthcare professional shall not refer any individual under eighteen (18) years of age to any healthcare professional for gender transition procedures.
A medical practitioner, healthcare institution, or healthcare payer has the right not to participate in or pay for any medical procedure or service which violates his, her, or its conscience.
"Trigger district" means a school district in this state where any of the following concepts or activities have been advocated or tolerated: [...] d. instruction in gender identity and sexual orientation including instruction designed to promote gender confusion
